Create a new Google account,sign in to youtube. Create some useful videos,and upload it in youtube. Most of the people uses youtube partnership program for earning from youtube,as it is a sure earning if they got views. But due to lack of clicks,most of them avoids adsense in youtube. But we can utilise this option to get a Google adsense account. When you apply for adsense via youtube remember,there is no policies to obey,but the video you uploading must be under Google's polices such as no porno,animal and human violence etc. 
 
What you need to care: 
While applying,donot apply as soon as you have created your Google and uploaded videos. Wait at-least for two days for your videos to be listed in Google's search results completly. And do what ever you can to get some views,the more you get the more good it is. 
 
What we must do? 
Mostly Google approves the request and allows you to use adsense. But remember,the approved adsense you got now will be a hosted one,which can only be used in Google services,so blogger will be a best option. Also there are many restrictions such as,top level domains and other free domains. 
 
You cannot use a domain,except blogger's subdomain (blogspot.com),as adsense will not show ads in those domained sites. They will think it as a policy violation to bring lots of fake visits through redirection to gain high pageviews because adsense pays for pageviews too. 
 
But don't worry,as soon as you got approved,create a blog in blogger and design it according to adsense policies such as keeping an option for terms&conditions,privacy poly,contact us,about us buttons,which is too easy and must add some genuine contents or articles with perfect SEO techniques. I recommend you to add atleast 15 articles and get a good organic visitors. Then use the settings tab in your adsense account to upgrade your account,so that you will get upgraded. When you get upgraded,you can use your adsense anywhere on the net.

Just signup to youtube with a new Google account,add good videos,wait for views and hits,apply for adsense,upgrade it!
